Problem changing user profile

Running Windows XP with SP1 and I'm logged on as
administrator on the local machine!

I'm getting the following error message when I try to add
a user to a specific group. This error pops up when I try
to access the Member of... tab in the User Properties:

"
The following error occured while attempting to read the
properties for the user 'username':

The Server service is not strated!
"

Any ideas what is going on?
