Since the lag is so predictable, look for settings in programs that can
be configured to perform a task on a scheduled basis. Examples: programs
that check for updates, a backup program monitoring a data folder for
changes, an antivirus program set to scan files periodically, an email
program checking for new mail and so on. You may be able to "catch"
what's causing the lag by keeping an eye on the Task Manager's lists of
applications and processes.
