Default Internet Explorer navigation bar

I used to have a white navigation bar just below my Icons
at the top of the page and somehow one day it just
dissapeared the bar had a dropdown arrow at the right
end... I have only used this method of navigating on the
internet... where did it go and how do I get it back? I
tried the help "navigation", however I did not see a
subject on what where and how to get it back. my version
is the latest
