Email program not linked to Brouwser

After the installation of Windows XP Home edition then
followed by Microsoft Office 97.

I found that Outlook express the selected email program
was not displayed as an email option on Internet
Explorer .. Tools .. Internet Options ... email

This meant that I was unable to initiate an email from
Internet explorer.

Further investigation discovered that the dial up
services were not available under Outlook
