Default Subtitle not rendering smoothly (translate someone's previous fix!

Hi. I'm hoping someone can help.

Has anyone else had this problem?

I have a 3 minute video with subtitles (14 or 15), video, and a music track.

And the beginning and end of EVERY subtitle on the timeline, there is a
framedrop - noticable by video and music. Output is jerky right around the
edges of the subtitle

The movie file is saved to DV-AVI format. The problem does not appear while
I am previewing.

All filters are disabled.
No other programs running during render process.
Other titles render smoothly (fade in > fade out).
Rest of video renders smoothly

When I save my movie to WMV format, output is smooth.
BUT
When I output directly to AVI, frames are lost around subtitle.

I came across someone who had this exact problem in a post from 2005 on the
WMMforum.net and said he found a fix using a "Dummy effect using XML" and
placing it on each video clip. I don't know what that means.

So, does anyone know what that fix means? How do I go about making a "dummy
effect using XML". Thanks for any help.
