Limited User vs Administrator

I am trying to set up a limited user account for my kids. How do I set the
programs I want them to have access to to both the administrator and the
limted user, such as "paint"?

Edit the "All Users" start menu as well as their user's start menu. This is
the first thing - because that is what they will *see* they have access to.
(C:\Documents and Settings\)

After that - edit the File and Directory permissions for the various
directories on the machine - granting them (or their user group level)
rights or denying them rights to said files/directories.
