Default Internet access denied by access control list

On my PC with Windows XP Home Edition, one of the limited user accounts can
not get onto any page on the Internet, even though it works fine for the
administrator account.

IE returns:
"403 Forbidden.
You were denied access because:
Access denied by access control list".

What can I do to enable internet access for this user account please?

How do you connect to the Internet, exactly?

Via a Zoom PCMCIA wireless LAN card connecting to an eTEC Broadband Wireless
router. Does this help?

Cable or DSL?

The above article says for dial up users, but........... might apply to DSL users.
