Cannot read file on CD

I published a website to a CD and it works great in the two CD drives in the
machine that created it. If I move the CD to another machine, same CD
drives and same operating system XP Pro with all the latest MS updates in
both machine, the website starts up but it is missing the Banner and it just
shows a red X and the text.

I enabled the hidden folders and tracked down the gif file on the CD but it
cannot be opened, not even right click brings up anything. I tried IE,
another viewer and when I tried Paint it told me the file is unreadable of
corrupt. I put the CD back in the first machine and it has no problem
opening this file.

In case it was a write problem of some kind, I did create 2 CDs, 1 on either
drive and both had the same results.

Anyone know what could be causing this problem?
