Default Fix the comments when data filter is on

The comment window is messed up and doesn't stay near the assigned cell when
the filter is turned on and after a sort. It needs to be fixed. Excel 2003

Default RE: Fix the comments when data filter is on

I have also seen comment "windows" moving a lot and being resized when rows
are added, deleted or resized above the row containing the comment. Many of
those comment windows end up having 0 height. Also, it means that I have to
dedicate a column to comments, which defeats the purpose of using a template
document like the one I'm using (this messes up with the routines written for
the template).
