It may help if you actually stated what Roboform is, and what it does.

I downloaded this program, and got nothing but a bunch of oddly-named
Microsoft installer files. No startup or install exe, nothing.

Anyone have any insight into this? Thanks.

You should only get one file on the download which is a Zip file that
contains only one file which is "AccessManager.msi"

Also note this from the download site

" Important: Access Manager requires the Microsoft .NET Framework.
Please read the requirements before downloading and installing for the
first time."

There is a link on the site to the Microsoft download.

Once you have .Net Framework installed, then a double click on
AccessManger.msi will take you through the install process

I do have .Net framework installed. I'll take another look and see what's
going on.

It's hard to say this is the equivalent of Roboform. Roboform is
resident and automatically offers the correct login and password when
you navigate to the site you want via the browser. With this program
you must choose the login/password you want and drop it into the
browser.
