Default (OT) Using progman.exe as app launcher (trying again)

It doesn't seem to want to work in XP. I'm trying to set it up for someone.
Can anyone help?

Thanks for the link. I'm using the W98SE version since the XP version won't
even run on this machine (XP Pro SP2). The 98 version loads fine, it
creates groups fine. What it *won't* do is create shortcuts within the
groups! I'm going nuts. I cut my teeth on DOS and early Windows so I'm
familiar with Program Manager, but this is my first effort at using progman
in XP.

Sure have. No joy. I think it's time to give up.
