Handle time bias managed?

I'm porting a VB6 app to VB.Net (VS2005/WM5.0) and I'd like to have the
whole thing managed. This app deals with time zone information, and I've
figured out how to use the .Net timezone and date classes to do most of
what I need, but I am unclear on how to get the "Bias" values. I've read
over most of the posts on this issue, but the latest was in May 2005, so I
would appreciate hearing from anyone with current information.
