xp user accounts

I am trying to run outlook on one of the other user accounts on my pc. It
first comes up with the installer, then says it is configuring, then repeats
that once. It then says that there is a problem and I will have to restart,
and then reinstall. I have tried this with no success.

Outlook runs fine on the account I originally installed it on and mainly
use, but it will not run on any others. What is it I need to do?
