Default Remote Desktop - can connect to server, not to workstations

Hi, I'm pulling my hair out on this one. I've got some new laptops running
XP Pro SP2 on a Windows 2003 Server Domain. I can't seem to get a RD session
to work between any of them. I CAN connect to the server from the laptop and
I can connect to the laptops from the server.

I use my desktop PC to connect to other workstation in the office via RD and
it works fine. However, I cannot use my PC to connect to any of these
laptops. Nor will any of these laptops connect to my PC with RD.

Here's what I've got and what I've tried:
-Terminal Service is Started and set to Manual, although I cannot restart it
from the Services mmc
-The box is checked to "allow other users to connect remotely to this
computer" although it is grayed out.
-Windows Firewall is turned off.
-netstat -a shows all computers listening on 3389
-I've installed RealVNC and can't connect with that either.
- the error message I get is: "The client could not conenct to the remote
computer. Remote connections might not be enabled or the computer might be
too busy to accept new connections. It is also possible that network problems
are preventing your connection. Please try connecting again later. If the
problem continues to occur, contact your administrator."

So I can't seem to track down what has changed as I can connect to the
server and older PC's in the office. Just not ot these new ones.

Any help or direction would be greatly appreciated!

Thanks in advance...
