I can send email but cannot receive it

New Dell PC. Downloaded office 2003 - Outlook downloaded old emails and
appears to be set up properly, however, I cannot receive incoming mail when I
log on. I can send mail but I never have been able to receive any mail. I'm
at a loss as as what I can do to receive my email from my server Att.net

Any error messages? Have you examined the diagnostic log to see what's
happening between Outlook and your ISP?
