Update for Outlook 2003 Junk Email Filter (KB911961) Won't Install

Updates were unable to be successfully installed.

This is the only message I get. It keeps trying to install it over and over
again and each time it fails.

I have downloaded the file from the KB911961 page and tried to install it
without using Automatic Update and it fails too with this error message;

Error 25090. Office Setup encountered a problem with the Office Source
Engine, system error: -2147023838. Please open C;\program files\microsoft
office\office11\1033\setup.chm and look for "Office Source Engine" for
information on how to resolve this problem.

When you do this, it tells you to restart the Office Source Engine service.
After I restarted this service, the update applied without any problem.

I have no idea how this service could have come to be disabled in the first
place. But for anyone else having this condition with the latest Automatic
Update, this is how I solved it.
