Suggestions for Easy Opt In/Out program

I am not a programmer, but I am looking for a easy to use program or utility
that will allow people to join a email list I create, and will also easily
allow them to leave when they don’t want to be apart of it anymore.

If this program/utility allows for eNewsletters, that would be great too.

Suggest you search for a 3rd party newsletter service.
