Default ALLOWING USERS TO RUN APPLICATIONS FROM THEIR DESKTOPS

I have 4 users in a Domain with their own accounts and profiles. I am a
local administrator for each PC. Programs we are loading range from DOS
folders w/ executables, batch files and applications developed in VB.NET.
That being said, when I add shortcuts to the all user folder and then have
each user login and try, the ICONS are transparent and don't work. How do I
resolve this problem so that each user can run programs under their account?
In addition, users can not have poweruser or administrative rights.

Thanks--

Default RE: ALLOWING USERS TO RUN APPLICATIONS FROM THEIR DESKTOPS

You have to install the programs first as an administrator, then have them
log in and install the programs individually.

Have you looked at the permissions on the both the shortcuts and the folders
that the programs are installed in?
