getting all my pictures on vcd

I tried to make a vcd of my album, but the program nero 5.5 will only copy
about twenty pictures on a disk, the same program copies one hour of video
to a disk. video format was avi to mpeg1. picture format is jpg to mpeg1 I
think that makes some difference. What do I need, thanks for a feed back
