Default Terminal services manager


Can someone help me with the following problem:

Some users within our organisation want to take control over a terminal
server session to help other users with a specific application with the tool
terminal services manager. This is only possible when these users (who want
to take control over another session) are member of the administrators group.
How can I configure these users that they: aren't member of the administrator
group AND can take control over a terminal session.
I want to configure this on both a w2k and a w2k3 server.

You can give them Remote Control permissions, on the rdp-tcp
connection.
