Default Frame grabs - movie resolution

I am attempting to grab frames from some video taken with a Sony digital
camera. The video was taken at 30 frames/sec. At work, using Movie Maker 1,
I am able to view frames at .03 sec or .04 sec intervals which corresponds to
30 frames per sec. However, MM 1 doesn't have the frame grabbing option. At
home, I do have Movie Maker 2, but when I try to advance frame by frame, I
only see frames at .07 sec intervals (corresponds to 15 fps) - same video
clip. Naturally, the frames that I want to grab are the ones that are
missing. Any reason why MM2 (at home) does not allow me to view frames at
the same resolution?
