Won't log on - Stuck at Blue Screen w/ Icon

My computer starts up fine but stops at the blue screen w/ the windows icon
which is right before the log in screen with user icons....What can I do to
fix this?

First step would be to try accessing safe mode and restoring to a time
before this happened.
