Default Outlook Security Features Administrative Package

I've installed the security Admin pack (admpack.exe) from the Office resource
kit in a domain using Exchange 2000 and Office 10. Every time I go to save a
new security form I get prompted for credentials and get the same failure.
I've repeated the installation several times and double-checked all settings,
yet I continue to get the error.

I can't find any KB articles on this, anyone got a clue?

Thanks...

The last time I had that problem, it fixed itself when I created a new mail profile.
