Default Sending custom outlook form to recipients outside exchange org

Hey all,

I've created a custom outlook form based on mail message and published it to
the organizational forms inside my exchange organization (all using Outlook
2000). This works like a charm. However, when I sent this form to a recipient
outside our exchange organization and the recipient opens it, they don't see
the custom form interface. They only see it as a standard e-mail message.
They are using Outlook 2003. I've sent the outlook form as a fdm file so they
can import it in their personal forms library but still this doesn't solve
anything. Am I missing something?
