Default windows 2003 cal question


I want to setup a network with 2 windows 2003 servers and 65 workstations.
25 workstations will be public access terminals. I plan on purchasing user
cals instead of device cals. I technically only have 40 employees and each
employee has there own pc. Can I purchase 41 cals, create 1 account for
the public terminals and login to those terminals with the same account?

Basically what I am saying is it legal to acquire 1 cal for all the public
access terminals considering all of the machines will be logged in by the
same user?
