Net send to Domain Not Working

Hi,
I can run the net send command to a particular computer name or IP and it
works however, when I try to send it to the entire domain it doesn't work.
It says the message was sent successfully however, no one receives the
message.
Same command does run in our LAB environment so I'm wondering what is
different???
