Default Files in Conflict in the _overlay folder


We have had quite a few problems with maintaining FrontPage here where I
work. I am sure a great deal of the problems come from the users not being
extremely computer savvy and not having a full time IT person on staff. My
latest issue is that there are a lot of files in conflict. I have done the
synchronization and that reduced the number of conflicting files. Now all of
the conflicting files say that they are in the _overlay folder and they are
all listed as gif type. Can anyone enlighten me on how to overcome the
conflicts?

those are generated FrontPage theme elements once you do a full publish they
should be synced.
