Redirecting Internet Cache files to a Network location

I would like to set it up so that I can have Temp Internet files to a single
location, I want to do this to make it easy to Scrub the location to remove
the left over files. Everything i have read talks about doing it user by
user, I would rather make it a domain policy

Any info would be helpful
