Problem with target frame

I try to set the frame target (first time frame-user).
The "target frame" pop-up should show on the left top, the frames to
select from. Buth although I have three frames (top, left & main) I
seen nothing: is says:
Current fames page (none)
also, on the right, there should be the default target, but that isn't
there either??

I noticed that I tried it on an inserted HTML
For a simple hyperlink it works.
So How can I do it for an inserted HTML?
