equal internet sharing

we currently have 3 PCs at home on a LAN sharing a cable modem via a cheap
Belkin router that works well
but it doesnt divide the bandwidth equally between all 3
machines and some programs can greedily take all the bandwidth. Is there a
router or program that would split the bandwidth so that each machine will
have a guaranteed portion.
