It's a hoax.

It's an incredibly common hoax.

When you get excitable messages sent to you
it's always a hoax.

Why on earth people don't first do a google search before posting is
beyond me. Just typing jdbgmgr into google tells you immediately.

I simply do not understand why people pay a lot of money for anti-virus
software, then as soon as some unknown jack-ass sends them an email, they
start deleting files!!

My 2 cents worth:

Most people I encounter who routinely _use_ computers (read: they are
not really interested in how that thing works as long as it works)
unfortunately ignore every virus warning, hoax warning etc. as long as
they can persuade themselves that they are not affected anyway. A new
virus on the prowl? Oh well, never mind, I never got a virus before, so
I won't get one this time.
So when they suddenly face the facts (in this case: Gee, there _is_ a
file with that name on my PC!) they run amok with fear and (cynism ON)
guilt because of their ignorance...

Because of the "false authority" syndrome. Plus, they are stoopid.
