There are many different opinions on this topic. You can attempt to implement
filtering on your own computer, but that it a lot of work with somewhat
questionable results.

Your mail server (ISP) can implement filtering and that is somewhat more
efficient. ISP's that simply block or tag possible Spam are not very effective
either. Tagging doesn't really stop the flow of mail to your inbox, and
blocking through the use of various black lists has several drawbacks. There is
the potential to block legitimate mail, and Spammers simply keep trying
various IP addresses until they find one that works. To be effective, you need
to receive Spam and divert it to a separate location where it can be reviewed
by the individual recipient. The Spammer thinks the mail has been delivered,
the recipient has the opportunity to review the quarantined mail for legitmate
messages, and they can be forwarded or deleted. Good systems allow for bulk
deletions, and deletion by age.

The third option is by using a filtering service, whereby the Spam is
quarantined while on route to the ISP. It has all the advantages of the above,
plus the ISP's mail server doesn't have to process quarantined mail. Our
Spam/Virus quarantine rate has been as high as 75% of all messages and 38% of
the byte volume. We also find that the service providers reaction time to new
virus's and new Spam techniques is faster because they have more resources that
they can devote to the task than the individual ISP.
