How to check if damage is to card or AGP slot?

I'm unable to switch things around, so is there a diagnostic program that
can tell me
if my Radeon 9800 is fried or my AGP slot? TIA..

What is the problem, exactly?

I mean, if the ysstem doesn't POST, then software obviously won't help,
but if it does POST, then neither are comppletely "fried".

No there isn't. You need to try a known working other video card in the
slot and see if that fixes it. That will answer your question.
