WAN IP Addr Check

Looking for a program/script that I can set up to check an IP addr and send
the result via an email to a designated address on a scheduled basis or -
whenever it discovers that the IP addr has changed.

The long version.... Client has RoadRunner business-class service which he
thought provided him a fixed IP address. For the past 2 years his IP has
remained the same but after installing a new Cable Router/Switch today, I
discovered he has DHCP service and the address has changed. I've written a
script for him in the past that he uses which he initiates from his home and
it automatically connects up with the server at his business and downloads
his database as a daily remote backup.

But now that "we" know his address is subject to change - maybe not often -
but it can change, I'm looking for a program that will reach out through his
NAT router, contact a whois server and return his WAN side IP addr. Several
programs such as IP2 do this but I'm looking for one that can be automated
and send the IP to his home email. I would alter my script so if the addr
does change, he can type in the new addr and the script will then use that
one to connect to the server and perform the backup.

Anyone know of a program, VB script or maybe something close that uses VB
and has the source code that I could alter? Also open for suggestions.
No..... he didn't like the idea of paying nearly $50 more per month for a
fixed IP....
