Does anyone know of a graphics program which can emulate the effects shown
at this site?:

Anything that can create layers. Gimp, Photofiltre?

In Photoshop, for eg., it would essentially involve selecting the
people inthe photo with a freehand selection tool, then copying that
into a new layer, and then applying a stencil filter on that image,
and then merging the image into its lower layers.

Offhand, I have never seen a program to do this, as it would involve
separating parts of the image (in tis case, the people in the photos)
into new layers.

Not necessarily that difficult. I would make a new transparent layer and
freehand draw over the image underneath.

Try IrfanView (http://www.irfanview.com/):

1. Choose "Image" Menu -> "Effects" Choice -> "Edge Detection" Choice.

2. Choose "Image" Menu -> "Negative" Choice

3. Choose "Image" Menu -> "Convert to Grey Scale" Choice

4. Hold dowen the Shift Key and tap the "S" Key several times until
the lines of your portraits come into relief.

5. Use MS Paint or some other graphics program to select your
portrait. Make a copy, and then reopen the original photo and paste it
on top of the scene.
