Windows sizer - anything similar for separator bars?

I use a free utility to perform 'window sizing' in Windows. I'm
looking for something similar to EASILY resize the separator bar in
applications (specifically Opera, Xnews, Eudora, Newsbin as well as
Win Explorer).

The utility I use lets me put my cursor ANYWHERE in a window and
then:

(1) If I press ALT and right-click the mouse, I can drag to resize
the window. (Just as if I had left-clicked the window's bottom right
corner.)

(2) If I press CTRL key and and right-click the mouse, I can drag to
move the window. (Just as if I had left-clicked the window's title
bar while it's in Restore mode.)

The utility hasn't got a name but it's written by Markus Rollman and
is at http://www.codeproject.com/dll/wm.asp.

Is there something similar to this which lets me move the separator
bar inside an app's window without having to put the cursor right
ontop of the bar?
