I came across a nice collection of tiny programs (from 6KB) at:

Update, the author chose to make nearly all of them installs, the shell extensions
I understand, but some of the others it was unnecessary.

Hey Mike, I'm the author of said programs. The reason why I made most
of them installs is simple: Most people were sending me email that they
didn't know how to delete my programs if they didn't like them. So I
made myself a rule that any of my apps that has more than a single file
to it (such as winsock installation, INI files, etc.) would come with
an install/uninstall so that people could do such things with ease.

Also, after much looking around I landed upon Nullsoft's installer,
which makes the downloads quite small too. All in all, I don't really
see how so many installers would be a problem, but hey, to each his/her
own I guess.
ps: Thanks for the link to my site Frank, I appreciate it.

You're welcome. I've downloaded several of your excellent programs.
