Graphics software advice wanted

I recently installed Irfanview as this was a recommended app for
grahics manipulation. I want to crop non rectangular areas and feather
them but could not see any facilty for either option. Have I missed
this or am I expecting too much or are there other programs which do
this

GIMP and / or Pixia must do it!!!

If anyone has a hint on making romboids to rectangles (straighten up
paintings photos) please tell!

The GIMP does it - use the shear or change perspective tool
