You don't want a defragger, you want a partition utility. I think
there's a freeware one out, but Powerquest's Partition Magic is worth
the money.

Should defrag first, then move partitions. Partition Magic is the only
one that I know of that will also move existing partitions rather than
simply focusing on creating new ones.
