Can't start Task Schedular

I can't add or modify tasks. When I try to manually start
the Task Scheular Service. I get the following error:

Could not start the Task Schedular service on Local
Computer. Error 1717: The interface is unknown

Also, Norton Anti-virus Auto-Protect/ Live Update won't
load.

What is the problem & possible fix?
