Personal Folder Backup Uninstall

Whenever I try to uninstall/reinstall the Personal Folder Backup Utility, it
things it is already installed. It isn't listed in the Add/Remove Programs,
and I've tried every little fix I can find online. If I try to run the
backup, it says it can't load the backapp.exe. Any ideas on how to
completely uninstall this (or make it think it is) so that I may reinstall it?
