Outlook Folder Views like 4team

I was wondering how you create a custom view of a folder like 4team
from http://outlook.4team.biz/?fr=o4t_main

They change the folder view in public folders to a completely
customized interface as if it was a form. Does anyone know how they
do this and in what language? Any help would be greatly appreciated.

It looks like a folder home page -- a web page associated with a folder.
