Can't start Outlook 2003 in offline mode

Can't start Outlook 2003 in offline mode, I get the following error,

"Cannot start Microsoft Office Outlook. Unable to open the Outlook window.
The set of folders could not be opened."

I uninstalled Outlook and reinstalled it. Still got the error. Downloaded
any update and still got the error.

What do I do?

What type of server are you connecting to?
