Default security permissions and .cpl file


I need to know what .cpl file Outlook 2000 uses to access
its properties when installed on Windows 2000. When I
checked the knowledge base, it repeatedly listed a file in
the system32 directory called "mlcfg32.cpl", but I don't
see that file installed. I need the filename so I can
allow users on our network access to the Email control
panel dialog without allowing access to any other control
panels (this is a group policy setting).

Either that, or I need a way to force every user to look
at the exchange server named "mail" (rather than the old
Exchange server, which has technical problems) for their
email, without accessing their control panel settings or
opening Outlook (to go to Tools -> Services -> Properties)
on each computer. I also tried right-clicking the icon on
the desktop and selecting Properties, but that takes them
to the control panel, which is blocked.
