Outlook categories

Recently some of our users have had their Outlook
categories disappear. The categories entry is in the
registry under the master category list but the categories
list in outlook shows up blank. Closing and restarting
Outlook fixes the problem temporarily. Does anybody else
have this problem and if so is there a permanent fix?
