Comment tags is Outlook 2000

I have an end user who is unable able to add comments to
an email sent to him. Usually the text turns blue and
inserts his name before he starts typing.

I have looked at the spot already designated for turning
this on and it is on.

Any ideas I would greatly appreciate.
