According to my observations it is rather the other way round:
Outlook Express (6.0) sends the certficate chain including root
and Outlook (2000) does not include the root. In both these
applications it is possible to switch off sending any certificates
with the message.

What exactly is the "non-standard" behaviour of Outlook you mention?
What certificates ( if any) are sent with a signed email?
