Upgrading Office 2003, want to customize Outlook Layout

I am upgrading my company to Office 2003. I want to be able to customize the
install so that the Outlook layout looks similar to Outlook XP. For
Example, the first time a user opens outlook I want Outlook to display the
folder list on the left hand side, new mail on the upper right hand side and
the preview pane on the lower right hand side. How do I customize the
install to achieve this?
