Rules & Alert's over a network don't work?

I'm using an applied rule for redirecting my emails (Outlook 2003) to a
selected personal folder which I created, not the default Inbox. It comes up
with a warning "One or more rules could not be uploaded to Exchange server
and have been deactivated. This could be because some of the parameters are
not supported or there is insufficient space to store all of your rules." (We
are using small business server 2003 and windows XP)
