configuring Outlook

I am not able to configure Outlook.
It will not open because it says that a VB script dll failed
Please help!

What needs to be done in order to effectively get "outlook" up and running.
It there is something I need to accomplish on this end, please provide

And thank you very much for that article.
I failed to mention that my system is connected to a Linksys router and to
cable.
I don't know how much effect that will have but I am sure going to try what
that article mentions
